In his 2004 State of the Union speech, President Bush specifically addressed the need for increasing Pell Grant awards.
He proposed an increase of $1,000 in Pell Grants to qualifying college freshmen and sophomores who follow a rigorous academic curriculum in high school.
In the same address, Bush also called for $250 million in federal grants for job training at community colleges, as part of his Jobs for the 21st Century Program.
